NESA's 15% Take-Home Assessment Cap: Why NSW is Going Back to In-Person Exams

NESA has updated the Stage 6 Assessment Certification Examination (ACE) rules. Starting from Term 4, 2026 (for the 2027 HSC cohort) and Term 1, 2027 (for Year 11 Preliminary), school-based assessment programs are capped at one take-home task worth no more than 15%.

At least 85% of internal school assessment marks must now come from supervised in-school tasks and exams.

This shift was inevitable. Generative AI made unmonitored assignments impossible to verify fairly, and AI detection tools don't work. Here is what has changed, why we're heading back 15 years in assessment design, and the exact study habits students need to adapt.

In short: From Term 4 2026 for Year 12 and Term 1 2027 for Year 11, NESA is limiting take-home tasks to one assignment capped at 15% for all non-major-work courses. With AI detectors proving unreliable and generative AI making take-home tasks unenforceable, NESA's only viable option was to bring assessments back into the room. 📋 What Did NESA Announce?

On 31 August 2026, NESA updated the ACE Rules for Year 11 and Year 12 school-based assessments:

For Preliminary and HSC courses, school-based assessment programs can have no more than one take-home assessment task, worth a maximum weighting of 15%.

A "take-home assessment" is any task completed outside a classroom, formal examination setting, or teacher-approved monitoring conditions.

🤖 Why This Change Was Inevitable

When generative AI tools became mainstream, take-home assignments broke as a reliable measure of student understanding. When an LLM can generate an essay, synthesize research, or solve mathematical modelling tasks in seconds, take-home tasks stop testing individual student mastery.

Schools initially looked to automated AI detectors, but they are fundamentally flawed:

  • They frequently flag original human work as AI-generated.
  • They miss lightly edited or stylistically prompted AI output.
  • They cannot serve as reliable proof in malpractice hearings.

NESA was left playing catch-up. When you cannot verify what happens on a screen at home, there is only one real solution: bring assessment back into the supervised classroom. Capping take-home tasks at 15% restores integrity and levels the playing field.

⏳ Going Back 15 Years (And Why Schools Moved First)

This policy effectively winds the clock back 15 years.

Throughout the 2010s (and especially during the 2018/2019 syllabus reforms), there was a strong push towards open-ended take-home tasks, depth studies, and multimodal portfolios to reduce single-exam pressure. But without continuous supervision, those formats became impossible to police fairly in the age of AI.

We are now returning to the classic model: the vast majority of internal marks will be earned at a desk, with a pen, under timed supervision.

Many leading Sydney schools had already recognized this over the past two years. Independent and selective schools had already begun reducing take-home weightings in favor of in-class timed essays, supervised practicals, and topic tests. NESA's policy simply formalises what teachers were already doing.

🎯 The Arithmetic: Why Exam Prep Is Everything

Under previous structures, students could sometimes cushion exam anxiety with strong marks on polished take-home assignments. From 2027, that buffer virtually disappears.

In non-exempt subjects, roughly 92.5% or more of a student's final HSC mark is decided under formal, timed conditions.

Why Passive Study Won't Work

When results come down to what you can produce under exam conditions, passive study habits fail:

  • Re-reading notes and highlighting creates an illusion of competence without building retrieval strength.
  • Reading worked solutions teaches you to recognize answers, not derive them under time pressure.
  • Using AI to write summaries removes the cognitive effort your brain needs to consolidate memory.

If you want to perform in an exam room, you need fast, unassisted retrieval and experience working under timed conditions.

🧠 What Students Should Do: Practical Study Strategies

To succeed in an exam-heavy assessment landscape, students need to shift how they study at home. Here are practical ways to adapt, drawing on the evidence-based principles in our Study Skills Guide:

1. Structure Study with the A/B System

Treat study like training for a sport:

  • Type A Sessions (High-Intensity Simulation): Complete past exam papers or write essays under strict time limits with no notes. The goal is to simulate exam pressure and spot weak points.
  • Type B Sessions (Drills & Consolidation): Review mistakes made during Type A sessions, break down challenging topics, and fill conceptual gaps. Aim for a ratio of two Type B sessions for every one Type A session, increasing Type A as exams approach.

2. Set SMART Study Goals

Don't sit down with a vague goal like "study Chemistry." Use SMART goals:

  • Specific: "Practise calculating equilibrium constants ($K_{eq}$) for gaseous systems."
  • Measurable: "Complete 8 multi-step calculation questions."
  • Timed: "Finish in 25 minutes without consulting formula notes."

3. Use Active Recall & 'Explain Back'

The most effective exam preparation is active recall—forcing yourself to retrieve and articulate information without prompts.
